Major development gets Bord approval
The green light has been given for a 145-unit housing development near Cavan Town after An Bord Pleanála upheld a decision by Cavan County Council to grant planning permission for the project.
The Drumlark Investments Limited development consist of 91 residential dwellings and 54 duplex apartments and a two-storey crèche.
The residential units consist of 25 two-bed units, 55 three bed units, and 11 four beds, and will range in height from single-storey to two-storey units.
The 54 duplex departments, meanwhile, comprise 15 one-bed and 39 two-bed units.
Planning was granted by Cavan County Council back in April of this year with a total of 47 conditions attached, but the decision was appealed in May.
The objection was submitted by Ciaran Fitzpatrick, 11 The Willows, Latt, on behalf of residents of 1-16 The Willows.
Several grounds of appeal were sited, which suggested the development, given its size, should be assessed via a Strategic Development Zone (SDZ), as well as highlighting how Uisce Eireann’s Capital Investment Plan 2024 does not include for upgrade works at Cavan WWTP.
The bord however did not believe the development would seriously injure the residential or visual amenities of property in the vicinity, or have an adverse impacts in terms of pollution to biodiversity, lands, water, air, noise or waste.
Permission was granted with an amended set of 26 conditions, to include a maximum of 14 two and three bed duplex apartments, with the remaining 24 to be a mix of one to two bed.
Prior to the commencement of development, the developer must submit a comprehensive list of mitigation and monitoring measures in the interest of protecting the environment and public health; as well as details of the materials, colours, and textures of external finishes to proposed buildings.
A minimum of 10% of all car parking spaces shall be provided with electric vehicle charging points; the main entrance on the L-1532 must be developed in accordance for a 60kph speed limit; and all permitted houses must be first occupied as a place of residence by individual purchasers who are not a corporate entity or by persons eligible for social or affordable housing.
