Lands rezoned in Mullagh for community infrastructure
Lands in the “backlands” of Mullagh village has been rezoned for community infrastructure use.
Around half of the site, located to the rear of Main Street is, already zoned in the CDP for residential development.
The motion for change was provided by local Independent Cllr Shane P O'Reilly, and seconded by Brendan Fay, with senior planner Nicholas O'Kane remarking that it was a “good strategic location” for such development.
The motion to change the draft Cavan County Development Plan 2022-2028 was passed unanimously when put to a vote of elected members.
Among the 60 plus motions to amend the CDP put forward by councillors, Fianna Fáil's Philip Brady sought to insert a a new objective that the council support the community in Lough Gowna in 'examining the feasibility' of developing a new pedestrian and cycle walkway between the village and the local GAA facility. The motion was seconded by Fine Gael's Winston Bennett.
Separately, Independent Cllr Brendan Fay asked that the council recognise electric bikes in the section where the local authority commits to designing pedestrian and cycling infrastructure 'in accordance with the principles, approaches and standards' set out in the Transport Infrastructure Ireland Rural Cycleway Design Standard, National Cycle Manual and the Design Manual for Urban Roads and Streets, as well as international best practice. The motion was seconded by John Paul Feeley (FF).
Elsewhere, Cllr Feely asked that the council include the wording to 'support the care conservation and appropriate interpretation' when it comes to the protection and maintenance of historic burial grounds vested in the care of the local authority. The motion was seconded by Sean Smith (FF) and commended for its “particular merit” by Senior Planner Nicholas O'Kane.
